I recall discovering this pattern many years ago while fishing some of Pennsylvania's small limestone streams. I assume that it represents some small larvae that must be present in those creeks because it does produce trout on those days when nothing else will entice the heavily fished finicky ones into striking!
You sure won't find an easier fly (and I use that term loosely) to tie up. Simply start your red or green thread up near the hook eye and wrap back to the bend. Then wrap on back up to the eye and tie off and trim. Attach the black thread and wrap a narrow head, whip finish and apply an even coat of head cement. Finis!
